On a hot day in June, when the children of Dadariya village might typically be found attending school, Bureau Chief Meera Devi instead found groups of them scattered outside their homes and in the fields. Some were grazing cows and goats, others loafed about in a bamboo grove, and a few boys in school uniform played in front of a house, shuffling packs of homemade cards.
